FHR Pine Bend has received more than 20 smaller permits since 1992 regarding air emissions.
FHR also operates under more than 40 permits issued prior to 1992. Copies of the permits may be
obtained from the MPCA or from FHR. While FHR has more than 60 individual air permits, they will all
be rolled into FHR's Title V Permit scheduled to go on public notice in spring 2005. A copy of that
permit will be posted here when finalized.
Permits contain many conditions that FHR must abide by. Examples of the most significant permit terms include:
- Emission limits on certain processes and stacks
- Work practice requirements (e.g. leak detection and repair)
- Inspections of equipment
- Equipment standards (e.g. double seals on tank roofs)
- Continuous monitoring of emissions
- Quality assurance and quality control of emissions monitoring
- Quarterly reporting of emissions and practices
- Quarterly reporting of data quality
Title V Permit (Pending)
Title V of the Clean Air Act Amendments of 1990 required all major sources of air emissions to obtain an air
operating permit from state regulators. This permit was not intended to add any new requirements; rather it was to
summarize, in one document, all the state and federal air quality requirements that applied to a source.
FHR applied initially for its Title V Permit in 1995 and submitted an updated Title V permit application in 2002. The MPCA put the Title V permit on public notice May 16, 2005. The public
comment period ended July 8, 2005. Thereafter, the EPA had a 45-day review period;
that ended on Need to add date.
